Preheat your oven to 350°F. Line a baking sheet with foil or parchment paper.
Without pulling the rolls apart, cut the entire pack in half horizontally to create a top and bottom layer.
Place the bottom half of the rolls on the baking sheet.
In a small bowl, mix melted butter, minced garlic, garlic powder, and parsley.
Brush half of the garlic butter mixture over the bottom layer of the rolls.
Sprinkle mozzarella and Parmesan cheese evenly over the buttered rolls.
Place the top half of the rolls back on. Brush the remaining garlic butter over the tops.
Cover loosely with foil and bake for 15 minutes.
Uncover and bake for another 5 minutes, or until golden and the cheese is melted.
Let cool slightly, then pull apart and enjoy!
