Prepare a muffin tin by greasing it or lining it with cupcake liners.

In another bowl, whisk together the melted butter, sugar, eggs, and vanilla extract.
Combine the wet and dry mixtures until just mixed.
Fold in the chocolate chips.
Scoop the brownie mixture into the prepared muffin tin, filling each cup about two-thirds full.
In a separate bowl, beat the cream cheese until smooth, then mix in the powdered sugar.
Fill the brownie cups with the cream cheese mixture on top.
Bake in the preheated oven for 18-20 minutes or until a toothpick inserted comes out mostly clean.
Allow to cool in the pan for 10 minutes before transferring to a wire rack.
