Preheat the oven to 350°F (175°C) and prepare a cupcake pan.
In a mixing bowl, combine flour, sugar, baking powder, baking soda, and salt.
In another bowl, cream together the softened butter and sugar until light and fluffy.
Add the eggs one at a time, beating well after each addition.
Mix in the vanilla extract and milk until combined.
Gradually add the dry ingredients to the wet ingredients, stirring until just combined.
Scoop the batter into the prepared cupcake pan, filling each liner about two-thirds full.
Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
Allow the cupcakes to cool in the pan for 5 minutes before transferring to a wire rack to cool completely.
Once cooled, pipe or spoon whipped cream on top of each cupcake.
Drizzle chocolate syrup over the whipped cream and finish with sprinkles.
